The financier acquired a smaller island - the Little St James - back in 1998, but later purchased the more expansive Great St James in 2016 for around $22.5 million.
The released images indicate he had drawn up development schemes to build upon the sprawling island by building homes, an amphitheatre, an submerged workspace and a reservoir.
Marked on the plan is a channel, a marine passage in the region, indicated on the south-eastern section.
The architectural drawing is annotated in red pen markings and contains a notes section identifying distinct areas of the property.
Alongside the main plan are what appear to be several other construction diagrams and architectural plans, featuring designs for dock shelters.
